The badge blob used on (primary) actions in the header (not the hamburger menu) is not accessible as it relies on colour alone to convey status.

In the Manage Jenkins page the Badges Badge.getText() is shown and this can then convey severity, however the text is ignored when an action is in the main header.

text can be shown on a hover (which also is not suitable for accessibility)

• Severity of any badges must not be conveyed by colour alone to be fully accessible.

NB: the same applies to the badge when applied to the "More Actions" hamburger menu, but this just replicates what is done for the rest of the header.
