Currently jenkins in the build history jenkins use a time format, which depend on browser language.
  For English (United States) it prints 6.05 PM (screen1)
  For Ukrainian it prints 18:05, but interface is translated to Ukrainian (screen2)

I live in Unkrainian and use the 24H format. But  I work with collegues worldwide, so I need to have an English interface (during screensharing/demo) 

     So, the language and date/timestam format should be separated and should be defined in the Account Preferences settings. Optionally, the old behavior can be presaved with the 'auto' option
