Jenkins still reports usage statistics from user browsers per https://github.com/jenkinsci/jenkins/blob/master/core/src/main/resources/hudson/model/UsageStatistics/footer.jelly similar to how update site metadata and tool installer metadata has been reported before the mid 2010s.

This should be moved to the controller.

Dependency on https://github.com/jenkins-infra/helpdesk/issues/4666 – we should not do this while we have no way to react quickly(ish) to regressions in reporting usage stats.
