Credentials Link Appears for Regular Jobs

      Credentials link appears for regular Jenkins jobs (FreeStyleProject, Pipeline, etc.), causing 403 errors when clicked.
       
      Those jobs use credentials but don't manage them. Only system/folder levels manage credentials.
       
      Regression introduced in https://github.com/jenkinsci/credentials-plugin/pull/627 which removed `hasPermission` from the link condition.
