When executing the post-build action “Perforce: Publish assets” with the “Submit change” publish option enabled, the rules defined in the .p4ignore file located in the workspace are not applied. As a result, all local changes in the workspace are submitted to the depot.

This behavior differs from the command-line workflow, where performing the same operations correctly respects the .p4ignore rules.
