Not seeing any users in People menu

      Upgraded Jenkins to 2.555.1. Installed the People View Plugin. This created the People menu but the menu is empty.

       

      Followed the same steps in our development environment and the People menu is populated with all the users.

       

      Spent some time googling with no success.
