Hudson Matrix job starts downstream job after each child

      Win2k3 / Win2k8 / WinXP, jdk1.6.0_17, CCplugin 1.3.1 (tried 1.3.3 same issue), Hudson 1.382 (tried 1.383, 1.386, 1.389 same issue)

      Might of been introduced 1.383+, but each child is trying to kick off the downstream job before the parent is finished. Only starts one job. 'Trigger parameterized build on other projects' 'Stable or Unstable but not failed'
