A changeset that does not trigger a build because of exclusion should not count as a culprit

      Subversion allows certain changesets to be excluded from build triggering because of exclusions on path or user. However, later these same changesets enter into the computation for calculating the culprits. This causes emails to be sent to committers erroneously.

      The exclusions should be considered when computing the culprits.
