error in lshistory command if executed before checkout

      lshistory command reports errors if new load rules are added and it's executed before checkout action. Workaround: because the new load rules are not appended to config spec before checkout, lshistory should be executed after checkout. The checkout action will call "update -add_rules" or "setcs" and the new load rules can be used for lshistory. Is there an use case where lshistory before checkout is needed?
