Offer the possibility to handle permissions contributed by plugins at the project roles level

      When using the Promoted Builds plugin, in the Manage Roles page, the Global roles section features two "SCM" and "Promote" permissions that are not available in the Project roles section. As such, it is not possible to provide a SCM tagging role for a specific project.
