Occasionally, a build is marked as unstable and upon closer inspection, there is nothing wrong with the build (false yellow light).
We would like to have the ability to force a green light, that is mark the build as stable after it has finished and override the yellow light so to speak.
In that case, we want to trigger the parameterized downstream jobs also which are only started when the build is stable and trigger promotions if applicable.
