Add a button to test ircbot/jabber configuration via web console

      It would be convenient if the ircbot plugin provided a way to test the configuration from the web console. The email notification plugin currently does this by providing a button labeled "Test configuration by sending e-mail to System Admin Address". Adding this feature to the ircbot plugin would make it much simpler to test configurations with many different options, especially while tailoring the format of the messages.

          What would you like the plugin to do on the test configuration button? Just confirm that the connection succeeds or also send a message to someone? If the latter: to whom?

          BTW: wondering how you're tailoring the format of the message in the IRC plugin?

          The plugin should probably just send "this is a test message from ircbot at $jenkinshostname", or something along those lines.

          And to whom should it send that message? For e-mail we have something like an administrator address, for IRC/Jabber we don't have something similar.

          It should post into each channel that is being configured.

          JENKINS-15669 seems to be only about the jabber component, not the IRC.

          +1 for a test button.
