Add a 'test configuration by sending message to ...' button for ircbot

      It would be nice if the ircbot plugin provided a way to test the configuration from the web console. The email notification plugin does this by providing a button labeled "Test configuration by sending e-mail to System Admin Address". Adding this to the ircbot plugin would make it much simpler to test configurations with many different options, especially while tailoring the messages that are sent.
