Missing support for externals in 1.4.2 for subversion working copy version 1.7

      The modified svnkit didn't support the "externals" for WC17. The WC16 works (subversion 1.6).
      Without knowing the externals, an update of an library doesn't result in an rebuild of the projects.

          It is causing so much pain in our whole jenkins environment and failing all builds that requires svn:externals
          Eventhough, I can see the subversion plugin fixes this issue in...

          Version 1.42 (June 22, 2012)
          Fixed svn:external handling (issue #13790)
          Fixed a problem where SVNKit was dropping some of the chained exceptions (issue #13835)

          But, both issues are still open and not fixed. The changelog (revision history) is wrong.

          This still happens with 1.4.3. If the check-out strategy is use SVN update as much as possible, the externals do not get updated.

          There were some fixes for svn:externals in 1.45 - specifically for JENKINS-13790, which looks similar to this issue.
          Does this still happen with 1.45+?

          This has been fixed in JENKINS-13790 and works for 1.45+ version.
