tooltip for bugzilla issue is not chown

      The tooltip as described in https://wiki.jenkins-ci.org/display/JENKINS/Bugzilla+Plugin is not visible.
      The other functionality (translation of bug id in url) works correctly.

      The configured bugzilla account is validated. It is also tested against public vissible bugzilla issues.
