[JENKINS-17135] TAP should display test name/description if available

The "TAP Stream Results"/testTapReport page should show the test description if it's available instead of just the test number.

In my local plugin I've replaced getTestNumber with getDescription in TapTestResultResult.java and attached a screenshot of the result.
