Breadcrumb bar moves away from header when scrolling past end of page

      Confirmed in Chrome (29.0.1547.76) and Safari (6.0.5) on a Mac (10.8.5). This problem does not happen in Firefox.

      The breadcrumb bar moves proportionally toward the center of the screen when scrolling up past the top of the page. It should remain fixed beneath the Jenkins title bar.
