Skip build if Verified label is automatically copied to patch set

      Gerrit 2.8 supports copyAllScoresIfNoCodeChange flag for automatically copying score when only the commit message is changed.

      It would be very useful if gerrit-trigger have detected that the score is already set, and avoid the build.
