MSBuild targeting both Debug and Release configurations fails

      Running MSBuild.exe and targeting both Debug and Release with /p:Configuration="Debug;Release" fails as the quotes are stripped out of the final command line used by Jenkins.

      There are several other fixes and bugs around the removing of the quotes which should be reviewed and taken into account when considering a fix for this issue.
