Add nag mode to ircbot plugin

      The ircbot plugin needs a nag mode where it can continually notify the irc
      channel of successive non-successful builds.

      This is especially important in the following scenario:

      1. Build fails, and IRC channel is notified.
      2. Someone fixes the failure.
      3. Build then fails for an unrelated reason, without a "nag mode" the IRC
      channel will not be notified.
