Build environment contributed by extension points can override characteristic env-vars

Environment variables contributed by plugins can get overridden in case of name collision with slave env var. EDIT: further debugging proved this is a problem in env inject plugin JENKINS-26583.

There is still a possibility for extension points to override characteristic env vars.
