Changelog does not work for CVS project build from tag

      Hudson is unable to generate a changelog for CVS projects using the Branch and
      "This is a tag, not a branch" options.

      With debugging enabled (locally compiled) the output is as follows:

      Filtering out [mattias,Mon Dec 15 20:57:41 CET
      2008,[hudson.org.apache.tools.ant.taskdefs.cvslib.RCSFile@e81fbf],Hudson test]
      because it didn't match the branch
