Request: option to insert elements to position 0 instead of appending them

      When using option "allow add edited value" with default "top most value" it would be nice to have a configuration to insert the edited value as first element, instead of adding it at the bottom of the list.
      Might be helpful to have the "newest value" as default

          This is definitely something we also need.
          Every new value which has been added should be the default value for the next build.

          Alternatively, Instead of "Default Choice: <Top Most Value>" add a new choice to select the value appended to the end of the list.

          I implemented this feature and created a Pull Request: https://github.com/jenkinsci/extensible-choice-parameter-plugin/pull/21

          Please be aware that this is missing Unit Tests for now due to https://issues.jenkins-ci.org/browse/JENKINS-34371.
