when users are provisioned using Matrix-based security within Jenkins and uppercase logon names, the authentication succeeds but users are presented with "overall read permission" error despite being an administrator.

          I just ran into this issue. The person was logging into Jenkins on their iPad which "helpfully" upper-cased the first letter of their username. This probably isn't much of an issue using a standard keyboard, but REALLY annoying when a person is using an iPad on-screen keyboard.

          most likely a bug with matrix auth plugin. AD plugin uses case insensitive lookup.
