The HTML publisher plugin causes problems when running concurrently with other instances of the same job. It looks like both running tasks attempt to update the front page link at the same time and cannot. Please see attached log file. I have edited some project specific names for the sake of confidentiality.
We are attempting several work arounds:
1. Keep past HTML reports to see if it changes the way the reports are linked
2. Link against last successful build to see if it imposes some kind of intelligent running process check.
If these fail we are going to try publishing reports from the parent job who initiates multiple downstream builds.

JENKINS-20029 BuildStepMonitor.BUILD makes concurrent builds wait, could be changed to BuildStepMonitor.NONE?

Hi - this issue has been around and not touched for a year or more. In an effort to try and focus on issues which are still present, I am resolving these issues for now.
If you feel that the issue is still present, please feel free to re-open / comment. I'll be closing off any issues that haven't had any re-opening or comments by the end of the month.
Thanks for reporting these issues - hopefully you are still using HTML Publisher and its working for you but, if not, let me know so that I can focus on issues that are causing you problems today
