Existing project-level report shouldn't disappear when report is not generated

I have the HTML Publisher plugin configured to keep only one copy of the report (project-level) and to not fail if the report is missing.
However, when the report is actually missing, the existing report is wiped out and the link disappears altogether from the project page.

I believe it should not behave this way, and preserve the existing report if a new report is not available, regardless of the success/failure status of the last job.

We face the same problem. We generate reports (Maven Site, Javadoc, etc) in nightly builds. But daily build remove the links of the main project page because the reports doesn't exists. The plugin should be able to link to the last generated report even when is not from the last build.
