API to create a user scoped credential

      • Types to support
        • Username with password
        • SSH username with private key
          • "Enter directly" option only

      Out of scope

      • SSH username with private key "From a file on Jenkins master" or "From the Jenkins master ~/.ssh" options but keep in mind we will likely add these later
      • Other kinds of credentials not listed in scope
