A number of our users are reporting slow access to jenkins pages (3 seconds and greater) but admins could not reproduce the problem.

After some experimentation we found that giving a specific user admin rights to everything reduced page loading times to approx 70ms. Unfortunately we cannot give every user access to everything. We suspect the system is making lots of calls to the LDAP server to assess a users credentials or is inefficiently displaying jobs based on user permissions.
