When we have the repo plugin configured, and set to poll for changes. If the target manifest is unreachable (network related or otherwise). The repo plugin spams with build failures until the manifest comes back.

I would expect that it would send a notification on the first time the manifest was unable but not every time it runs (based on the SCM polling schedule).
