Pipeline Library - A large amount of indentation exists when setting up a library

      When setting up a pipeline library, and using the legacy SCM option, a large amount of indentation exists. Chrome with 15.4-inch at 2880 x 1800 resolution

      To reproduce:

      1. Create a GitHub Branch Source job
      2. Configure the job and look at the Pipeline Library
      3. Choose Legacy SCM

          A radio list gives a better appearance (at least with respect to indentation), but worse performance and robustness, which is why I did not use it to begin with.

          f:dropdownDescriptorSelector actually works much better—faster, safer, more convenient—except for the indentation issue, which is caused by this code. Ideally there would be some mode in which you could avoid creating the nested table.
