Declarative Pipeline Content for Pipeline Syntax page in Jenkins

      We need to create a Declarative Pipeline content page for the Pipeline Syntax Page within Jenkins. This page should be similar to the Global Variables page and have static content such as that found in the current declarative syntax page.
