SCM Sync Plugin messages impact UI usability

      Description

      During a recent internal GitHub outage, our SCM Sync plugin displayed a lot of errors, so many that they covered the UI, rendering it un-usable until an administrator of the Jenkins instance cleared the SCM Sync messages. Suggest just using a single link saying "there are SCM Sync errors" which display when clicked, rather than display all errors.

          The INFRA project is only appropriate for Jenkins project infrastructure issues, not issues with specific plugins or Jenkins core.

          This issue has become worse in the latest versions, or after upgrading some of the security plugins, as the UI no longer renders the html inserted by the plugin, but renders the raw html, which means the link to delete the messages is non functional which requires either logging into the machine in question and manually clearing or using the Javascript console to manually call removeLog();
