Config files not being updated

      Steps to reproduce:

      • Go to http://<jenkins_url>/configfiles/.
      • Click to "Add a new Config" and create a new one (for example a custom file with any content).
      • Once submitted, go and edit it (change the content and click to "Submit").
      • Open edit page again.

      Actual behaviour:

      • The configuration content is the old one, the update did not have any effect.

      Expected behaviour:

      • The configuration content is updated.

      This was not happening in config-file-provider 2.15.3
