REGRESSION: git repo can no longer be created due to duplicate name error

      master fails the ATH for the localRepo test suite due to it saying that a duplicate name exists.

      This regression was introduced as part of this: https://github.com/jenkinsci/blueocean-plugin/pull/768 PR recently (previous version is fine).

      Giving to Cliff for now as his day starts before Vivek's. I may have to disable the test suite if it blocks others (unrelated features).

          The offending test has been disabled for now.

          Pipeline Creation now requires the user to be authenticated. Since ATH runs as anon superuse, it was throwing a 401 error. JENKINS-41597 will bring some revisions to the UI so it distinguishes between different types of errors thrown on the backend.
