There are two "dashboards"

• The global dashboard at {{/blue/pipelines}
• The organization dashboard /blue/organizations/jenkins/pipelines

We should remove the global dashboard and ensure that all links to the dashboard to link to / and let the redirect handle this correctly. The extension point introduced in JENKINS-43250 will handle redirection to the correct location.

In Scope

• Remove the code for the global dashboard completely
• Update all the links to the deleted dashboard to point to root /
