When setting "Stend to Committers" 'false' on the Editable Email Notification
configuration page and saving this setting, it is reset to 'true' on some hudson
jobs. This happens for the "Still Failing" and "Still Unstable" trigger, only.

Our current workaround is to modify the job's config.xml manually, setting the
sendToDevelopers tag 'false' and reload hudson's configuration from disk.

This procedure starts again from the beginning, when modifying an arbitrary
property of the job's configuration.
