Scope

• Collapse the running step by default
• When the step is expanded, the log tails.

When using blueocean job progess view, I think the console log should be collapsed by default.
The current behavior is to expand it and scroll to bottom. But this causes some bad experiences when large logs are present, with fast updates. Sometimes the scroll up don't works properly, and I need to click on scrollbar to scroll top.
If the log is collapsed by default, the highlight allow me to understand where the build is and expand the log if needed.
