When the user opens a running Pipeline the executing step should be closed.

Important behaviour:

• If the user closes the step, the next running step remains closed.
• If the user opens the step, the next running step remains open.

This is so that the user can choose to watch the visualisation (keeping the running step closed) or tail the pipeline log (they open the running step, the next running step is always open).
