Matrix Authorization Strategy Plugin - can not see all permission options in overall

      We are using the Matrix Authorization Strategy Plugin 1.7 

      jenkins version is : 2.60.3

      we can't get "configureupdatecenter/runscripts/uploadplugins" checks in overall.

      so matrix plugin has bug on granularity.
