TAP broken with matrix jobs again

      Issue JENKINS-22016 seems to be back again.   We just tried upgrading to TAP-2.1, and matrix results are no longer collated.

       

      Very easy to reproduce:

        - Make a matrix job which scans a *.tap file

        - Run it (twice, so the test history graph shows up)

        - The "Test history" graph shows 0 tests run

        - The "TAP Extended Results" window shows 0 tests run
