keyboard focus highlight color definition and implementaion

when using keyboard navigation in the bo some items do not have nice stylized focus settings.

Happens in both IE and Edge.

Define and implement a default behavior for keyboard focused elements (e.g. Links in header, input fields, buttons, etc.). Should include:

• definition of behavior, e.g. background changes or the outter or ...
• mockups
• reference implementation in jdl
