Add "Only poll using master" option

      When using dynamic nodes, polling the SCM means that there is no available workspace when all nodes are offline. This triggers an extra build (and starts a node) just to poll the SCM.

      It would be great to either:

      • have the option to only poll the SCM on the master, or
      • (even better) be able to specify node labels on which the SCM polling can run
