Skipped steps show as passed - plugins uptodate but still nothing

      I already have these plugins installed: 
      Pipeline API - 2.26 
      Pipeline: Declarative - 1.2.7
      Blue Ocean 1.4.2
      Pipeline Graph Analysis Plugin 1.6

      kzantow coervivek and co .. can you tell me why I'm not seeing the desired results?
