disabling plugin can cause jobs to disappear

      Created three jobs and enabled the Trac plugin for them. Upon
      disabling the Trac plugin (or removing it) and restarting Hudson,
      all three jobs disappear. After re-enabling the plugin, the jobs
      are back.
