Description
I used to be able to add new user to "Item roles" by writing his/her id in "User/group to add" form and pressing "add" button. Now id is being written into table without "translating " to firstname and lastname, and no human icon is being displayed (looks like specific person has not been found).

User exists in system (and is able to log in into Jenkins).
No corresponding messages in system log.
User doesn't display after reopen the page.

Using plguin Role-based Strategy. --> Version 3.1 but I can not see Project Roles, instead can only see Item Roles
in Manage Roles page.
Any Idea why it has the 'Item Roles' instead of 'Project Roles'
JRE is jre1.8.0_202
There should be a background AJAX call which retrieves user data and updates the layout.
Not sure what happens.
