Export for JCasC is empty

      When configured and seen via Tools configuration WebGUI page I expect an exported record like:

      tool:
  ant:
    installations:
    - name: "ant"
      home: "/bin/ant"

      but nothing is produced.

          I have tested it locally, and it works for me well (except known JENKINS-57122).

         - antFromApache: 
           id: "1.10.5"

          You are right, seems to be working on core version 2.164.3, CaC 1.15 and Ant 1.9.
