Adding timezone to parameterized scheduler

      I am using the plugin in Japan, so it will be great if you can add TZ support to the plugin as it seems that it will produce error when TZ is defined.

      Jenkins version : 2.164.3

      Parameterized Scheduler Plugin : 0.6.3
