I do not use this plugin on my jenkins server and see the option on the Manage Plugins > Installed Plugins page to uninstall it.  I click the uninstall, it says "uninstall pending".  I restart the server using `systemctl restart jenkins` but the plugin comes back.

 

For what it's worth the plugin is disabled, I don't know if that makes a difference.
