If any downstream jobs are "disabled", then final aggregation job never runs

      The purpose of the "Disable Build" feature available to projects is as follows:

      "When this option is set, no new build is performed on this project. This allows you to disable new builds without changing any of the build dependency chain or changing the notification set up."

      It would be nice for the join plugin to support the spirit of this feature.
