Rest API endpoint for user permissions

      We need REST API endpoint to access the list of User permissions for all existing Jobs.

      Another way to implement this feature is to add permissions information to /user/[userId]/api/ endpoint.

          I would not mind if this functionality was available directly in the core at some point. https://plugins.jenkins.io/security-inspector/ addresses it to some extent, but CSV export is arguably not the best user experience. Contributions are welcome
